[chore] tweak NoLLaMas proof-of-work algorithm (#4090)

# Description

- tweaks the NoLLaMas proof-of-work algorithm to further granularity on time spent computing solutions
- standardizes GoToSocial cookie security directive setting in a CookiePolicy{} type
